To effectively improve employees' emergency response capabilities in the event of a hazardous chemical accident, Ningxia Haili Company organized three special emergency drills on April 14-15, involving leaks of methylamine, liquid chlorine, and isoesters. More than 100 employees participated in the drills.
Prior to the drill, Ningxia Haili Company organized the development of a detailed plan and script. All three drills simulated emergency scenarios of hazardous chemical leaks, where the leaked materials evaporated and formed flammable and toxic gases, posing a risk of spreading to surrounding areas. Continuous leaks could potentially endanger the lives of on-site personnel and the safety of the surrounding environment. The difference lies in that the two special drills took into account the particularity of nighttime accidents and focused on the application of emergency lighting equipment for power generation in the drill plan. The company attaches great importance to this drill, strictly reviews the drill plan in the early stage, clarifies personnel responsibilities and tasks, refines the drill process, conducts desktop drill training, clarifies precautions, and ensures the effectiveness of the drill.
During the drill, when dangerous chemicals are found leaking, the team leader and external operators immediately rush to the site for inspection and confirmation, carry out emergency tank pouring operation, and report to the workshop director. After the workshop director reports to the dispatcher, the dispatcher immediately informs the leader on duty. After receiving the report, the leader on duty quickly starts the company's emergency plan for dangerous chemicals leakage accidents according to the site conditions, gathers all emergency teams, and carries out rescue work according to the division of responsibilities. The evacuation alert team immediately sealed off the scene, set up alert areas, and guided employees to evacuate in an orderly manner; The rescue team wore chemical protective clothing and air breathing, carried plugging tools into the site to carry out emergency plugging operations, and used fire truck spray guns, fire sprinklers, etc. to cool the tank and dilute toxic gases; The medical rescue team provides emergency treatment to employees who experience discomfort symptoms and promptly sends them to the hospital for examination and treatment; The environmental monitoring team quickly conducted real-time monitoring of the atmosphere around the accident, closely monitored environmental changes, and prevented secondary disasters from occurring.
At the end of the drill, the overall commander promptly held a summary and evaluation meeting to comprehensively evaluate the drill, fully affirming the reaction and collaboration abilities of each group during the drill. At the same time, it was pointed out that there were problems in the drill process, such as insufficient script connection, insufficient emergency flexibility of participants, slow wearing of protective equipment by rescue personnel, and incorrect direction of mist water spraying. In response to the problem, it is required that all emergency teams carefully summarize their experience and lessons learned, appoint company level emergency drill personnel, strengthen emergency training and practical exercises, and continuously improve their emergency response capabilities.
The two-day emergency drill not only tested the feasibility and effectiveness of the emergency drill plan of Ningxia Haili Company, improved the emergency response ability and self-protection awareness of employees in hazardous chemical accidents, but also further strengthened the collaborative combat ability among members of the company's emergency response teams. Next, Ningxia Haili Company will take this drill as an opportunity to conduct regular emergency drills and fire drills, continuously improve various emergency plans and scripts, and build a solid defense line for the company's safety production.
